The Hub is the governance authority for the whole stack: it owns programme identity, authority boundaries and reviewer routing, receives attributed evidence, sends bundles to GEFI, and absorbs the corrections that come back.

In the stack
The governance authority.
Governance flows Hub → FieldTrace → evidence; assessment flows Hub → GEFI → Hub/FieldTrace. FieldTrace cannot override Hub governance — it can only propose corrections. The Hub is always the authority; GEFI is the scoring layer.
Evidence Console
Where programmes submit.
Programmes upload governance and evidence materials to the Evidence Console for assessment; eligibility is screened and a reviewer assigned.
Status
Operational.
The Hub runs as the live governance and reviewer-routing system; GEFI reads its programme registry through the Bridge.
